i have tried removed my Toshiba battery and charger, pressed on the power for 20 secs or more but the power led still flashes

You might have a faulty power supply/brick
You may find the Power button itself is in a stuck down position. i.e... will not release correctly to the up position, When a button is held down it will not start you laptop up. The only way to check this out is to open up the laptop and remove the power button cable for the motherboard then plug you laptop in and fire it up. Toshiba's are know for this fault to occur.
