toshiba protable hard drive doesnt work after popping up

After i attach my portable hard drive to my computer (windows) it does not pop up so i have to go find it by going to devices and printers after that i can only go to external hardware properties and cant access the real thing please help me

It may need a drive letter assigning to it manually: http://windows.microsoft.com/en-gb/windows/change-add-remove-drive-letter#1TC=windows-7

If still no joy, the actual drive inside the enclosure may have developed a fault as external hard drives often do.
If it has, throw it away and replace it with a WD model (more reliable than Toshiba ones).

I would but I have insanely important stuff on there do you know if there is a way to extract the data?
