I did a factory reset on my Toshiba satellite. Its a 2012. Now its stuck with the HDD recovery error. Am I able to use an Office CD for the recovery disk?

An office CD? As in MS Office? No.

You need a Windows 7 recovery disk (that comes from Toshiba, or created manually) or a Windows 7 ISO/Disk that you could clean install with - provided your license key (likely a sticker on the bottom) is still legible.

Unfortunately, you likely can't download the ISO from MS directly here: https://www.microsoft.com/en-ca/software-download/windows7
As your key will be OEM and not accepted. I'd see if you can track down a Windows 7 installation disk locally (of the same version, so W7 Home x64, SP1 etc.... depending on what you've got installed), boot from it, install and then use your laptops key to activate (might need to use the telephone activation method).

Where are you located specifically?
