Hi,

Did you order that recovery disc from Toshiba because if you do you can have it replaced with a new one.

Here's the site where you can order a new set of Recovery disc.
https://support.toshiba.com/repair

If a new recovery disc will give you the same error that could only mean that the problem is the HDD.
