Question Toshiba Satellite S50t-b Long Boot Times

Hi All,

I have my father-in-laws Toshiba Satellite S50t-b and it's takes a good 10-20 minutes before you get to the home screen upon boot with nothing being displayed on the screen until then.
Now, we're not even getting anything apart from the backlit keyboard turning on.

I was able to get in yesterday and check over some things and everything looked normal. It's around 6 years old, running Windows 10 and has a 1TB HDD. My thoughts are to replace for an SSD. They thought the battery was the cause but I don't really see anything to support that.

Upon opening the case, I don't see anything out of the ordinary apart from a discolored heat sink arm looking a bit rusty?

Would you agree?

I've removed the HDD and tried to boot, same as before. So I'm a little lost as to what could be the cause?
I've also contacted Toshiba and they've only suggested taking it to a local repair shop.
I've also followed the steps here.
