My initial feeling here is that the motherboard would need to be replaced but there are a few things you can look at or try that may work.

First, attempt a reset. With the battery removed and the power adapter unplugged, press and hold the power button for ~30 seconds. Put battery back in plug in adapter, try powering on then.

Second thing you might try (involves getting inside the laptop, this video may be helpful https://www.youtube.com/watch?v=EXUcPURmbIg ) would be to replace the CMOS battery in the laptop (can first be seen at 7:12 into the video) or check that it is at 3V since that battery going bad can cause funky behavior although I'm pretty sure that isn't it in your case.
