Toshiba satellite wont boot to USB

i have a Toshiba satellite c850-1DD and i want to boot windows 7 from my 4 or 8GB usb stick, iv tried the CSM mode+usb boot order still doesnt want to work , i have disabled security... , nothing seems to be working my usb ports are fully working , could anyone help me solve this wouls be very appreciating.

My e55-a5114 was stuck in repairing disk loop. It wouldn't let me enter bios using any of the Fn keys and I could not get to Windows to set power button behavior so i could boot to usb toshiba recovery media. finally popped bottom off and temoved hdd. stuck in another machine [via usb sata adapter] and used windows 7 diskpart clean command to wipe all partitions from the toshiba drive. once i plugged it back in to toshiba it booted to my usb recovery stick immediately. pretty bad design. hope this helps somebody
