Toshiba SSD formatting

I have a failed Windows 10 installation on a new Toshiba SSD 250Gb and an additional SSD running Windows 7 Premium as the machines operating system.
I can not get windows 7 to format the failed Toshiba SDD Windows 10 files. The windows 7 formatting program system keeps finding Hidden files that need “server administrator” input. Which I don’t have.
The files left on the SSD are around 4Gb.
Can anyone help?

Right click start button and select Disk Management, once loaded right click on the drives partition and delete partition then right click again and format
