touch pad is not scrolling

touch pad is not scrolling after installing windows 8.1 in my sony vaio e series model SVE1411B11W

1.) Go to this link: http://esupport.sony.com/US/p/model-home.pl?mdl=SVE1411BFXW&LOC=3#/downloadTab
2.) Under "Select an Operating System" select Windows 8 64-bit (not 8.1)
3.) Click the ">" next to "Touchpad" and download the 2 files listed there.
4.) Install and run "Synaptics Pointing Device Driver Uninstaller" so that it will uninstall your current version
5.) Reboot your system after uninstall is complete
6.) Install and run "Synaptics Pointing Device Driver Update"
7.) Reboot your system
