Touchscreen tablet upgrade

Looking for recommendation pls. Need touch screen (draw on screen) with most apps and circle areas on websites etc. Have Samsung's tab2 WiFi. Not happy with that. Any ideas. Happy to get s 2 in 1. Even better. Around $1400 max. Something similar to surface pro studio. Tia

For that price, why not just get a surface pro? The Studio is not a tablet it's a desktop.
