I have two separate bootable SSD drives running windows 10. One is for general use like email and surfing and the other is for Microsoft Flight sim X. I have an external port that is used for switching drives and the computer must be turned OFF before I switch the SSD drives. The question is: if I enable TPM and Secure Boot on one of the drives so I can upgrade to Windows 11, will I be able to switch to my other SSD drive if it is still running windows 10 and the BIOS is now set up for TPM and Secure boot?

My rig:
ASUS ROG Strix Z390-H Gaming Motherboard LGA1151
Intel Core i7-9700K Coffee Lake 8-Core 3.6 GHz (4.9 GHz Turbo) LGA 1151
EVGA GeForce GTX 1070 SC GAMING ACX 3.0 Black Edition
CM Storm Sniper Gaming Tower

if I enable TPM and Secure Boot on one of the drives so I can upgrade to Windows 11, will I be able to switch to my other SSD drive if it is still running windows 10 and the BIOS is now set up for TPM and Secure boot?
Depends, if windows is installed in legacy mode or UEFI mode.
If it is in legacy, then you'll have to convert it to UEFI first before secure boot can be turned on.
Then only one drive will boot (depending in BIOS settings) - either UEFI drive or legacy drive.
