Traceroute high ms on 7th/8th hop. ISP says it's not their fault.

I am trying to trace the source of my high ping issues. With a single device hardwired to my router, and with wifi turned off, I am getting a ping between 75-100ms to www.google.com.

My ISP came to diagnose the issue today, and said they had a ping of 35ms to www.google.com so the issue is on my end.

Here is my data from a traceroute, and I'm not sure how to interpret a high latency jump on the 8th hop (since I believe that is too far down the line for it to be my hardware). I did this test with my router broadcasting WiFi and with other devices connected, as I would normally have my network set up.

IDK why you take 19 hops to get to Google.com. What is your default DNS server?

I'm not sure how to find that out. To my understanding it is whatever my ISP assigned me. (I apologize, I'm unfamiliar with a lot of these topics). Some googling suggested that using a public DNS could help?
 
DNS would be separate. the IP is already resolved. Should find the ip of the game you are connecting to and check that. You might not get the same hops as to google.

I would suggest looking up the servers geographically and making sure it's not jumping around the world for no reason.
It's odd that it goes from Florida -> Cal. Some hops could be missing. The data is opt-in.

My default DNS server is now Google: 8.8.8.8 and 8.8.4.4. Still no solution

Same issue hitting the same server path as before.

I had spectrum support come out again and check all of my lines to the pole by the road and everything is fine according to them. When they ping google on their own device, they say they're getting 30ms.

Which led me to believe it is a device problem on my end, but even after swapping my new arris modem out for a new Netgear modem (and performing these test while wired directly to the modem), I am still getting the same issue.
 
If it was on your end everything would be high from the start.

66.109.6.96 looks like it's still in FL and it's really high. You can't say for sure if it's that one, but after the prior one.
Servers can ignore your traceroute so you can't ping each hop since you don't know the ip.
