Tracerouting Dota 2 SEA server (Philippines)

I just want to ask something because I have little to no knowledge about this kids of things. I play dota 2 and the ping was alright in the morning and when afternoon came the game was unplayable because of high ping with 5-10% packet loss. I decided to run traceroute to the where the SEA server is which is sgp-1.valve.net and this is the results:

I tried tracking this 192.168.151.7 and it was based on Italy, what does this mean?
 
You would have to collect more data because the trace shows no issues.

Lets say instead hop11 was getting 100% packet loss. If there was a error at that point how could packets ever get to hop 12 if something was actually down at hop11. If you actually saw that it normally means there is a firewall at that point.

When you see issue in the middle of a trace but not continuing to the end it is just a abnormality. Most devices are designed to delay response to ping/tracert if they are busy doing important stuff...like passing traffic.

The ones that you see that are valid.....but not really a problem in this case.... are in hop 3-4 and hop 9-10. As you can see the latency increases and that increase continues to the end. This type of increase is normally the result of a international circuit.

Also be very careful traceroute only shows you the path TO a location it many times can follow a different path back, you would have to do a tracert from the other end to be 100% sure.
 
Sorry to be so dumb at this but is there any reliable way to know the in game ping reliably? CMD ping option does not seem to be a reliable option as well. Is there actually someway to know the ping without playing in game?
 
The ping command actually measures delay quite well. You would have to let it run continuous and see if you see loss or large spikes in the latency.

The ping in most games is not a actual ping command it is a measure of the time it takes for the game client to talk to the server. It includes the client and server overhead so it is actually a better indication of how well a game will run. The problem is you can not just assume high delays are a network problem. I have seen people change there video setting and the ingame ping goes down. Of course a ping command running all the time in a window did not change.

That address is part of a private address range and could be located anywhere in the world. In reality there are hundreds, or even thousands, of devices with that address. The one thing you can be sure of is that it is almost certainly not located in Italy.
