Traffic only allowed when on wifi?

I'm running Deluge on Linux. I've never seen this before, so I'm a little confused, but when I'm connected to my home network via Ethernet cable, I get either less than 1MiB/s, or 0 traffic at all. If I switch over to my WiFi, it'll open the flood gates and download/upload at around 40MiB/s. What in the world would cause this?

The absolutely obvious thing anybody should ask in this situation is, affect only a single ethernet device? no other ethernet hook up in the house, ideally going into the same switch?

I have another computer running the same program via Windows 10 and it's Ethernet. The port is a different one, but it works fine. and I don't have any issue browsing the internet or streaming anything while on the Ethernet connection, just traffic for Deluge.

Then I haven't the foggiest idea. Why should any App care what medium WIFI/ethernet you are going through. On top of that u say same Apps works on W10.
