Tranfer video from USB to Auxiliary to AV Cable

I have:
A USB to TRRS cable
A TRRS to AV (yellow, white, red) Cable

I can connect the two cables together
Is it possible to use this to transfer video from my PC to a TV using these cables
Please link any known software that could help with this
