Im building a PC and wanna make sure that everything will be working fine before I buy it all. I can put Windows 10 on a flash drive but Im not sure if that will work. Is it possible to download it to a SSD via a flash drive?

'Before you buy it all'?
You have to have it and build it before you can determine if it works.

But for a testing OS?
Any LinuxLiveCD can do this, for free. LinuxMint or Ubuntu, on a USB

If you're going to run Windows, you will have to actually have to buy an OS.

I mean i dont want to buy parts that dont work with each other i want to do research and confirm they do. I have a download of Windows and i want to put that on a USB and save it to my HDD

Well...the parts compatibility have little to do with the OS.

There are multiple ways to put that Windows OS on a USB.
Do you have a valid license for that download?

List your whole parts list, and we can validate the compatibility, or give alternate part advice.

The whole question of this thread is " is it possible to transfer your OS on a flash drive onto a HDD or SDD". I wanted to know if that would work before I buy a HDD or SDD and then also have to go back out and BUY a CD version of the OS that is not free. Nothing that cant be understood.

Is it possible to create an OS install on a USB?
Yes.

Assuming you have the actual ISO file, use this:
Rufus
or this:
Windows USB/DVD Download Tool

Transfer your existing, installed OS? That's a whole different story.
