Transfer Speed Drops In Fraction of Second

I have a external hard drive and Dell Laptop.
Hard drive- Seagate Backup Plus Slim 1TB Portable External Hard Drive &
Laptop- Dell Inspiron 15R 521.

Both are USB 3.0 supported.
But still then I copy stuffs @ 20-25 Mbps.
First the transfer speed is 80 Mbps and then speed drops to 20-25Mbps within fraction of seconds.

Do I have any Fix?

You can test your drive with a brand specific testing software. The results will show you whether the drive is healthy or not.
If the results show that the drive is healthy, you will have to update your USB 3.0 drivers. It will not hurt to connect the drive to another USB 3.0 system. This way you will be sure whether the issue is caused by the drive or by your laptop.
