Transfer Speed On 1TB HDD

Hi,
Just bought myself a new motherboard to hopefully increase my system speed.
Then I made an extra partition on my secondary HDD to make a backup. But I started transferring my steam files (109GB) and noticed that my transfer speed was only 34.5 MB/second according to the transfer. Bearing in mind that I'm transferring to the same hard drive, just moving it's position, should I really be getting speeds which are that slow? It is a western digital Caviar Blue 1TB. And I'm thinking maybe it's been my hard drive this whole time that's been the problem, and not in fact my motherboard?

Speed from one partition to another on same hard drive will be slower than from one hard drive to another hard drive

Speed also depends on file sizes
A few Large files moving faster than lots of small files

Av software can also have a marked effect if it is scanning files as they are copied
