From Steam's website:
Merging Accounts

Steam accounts can not be merged together.
Per the Steam Subscriber Agreement, Steam game subscriptions / CD keys are nontransferable and cannot be reset / moved between Steam accounts.
Sorry nothing you can do, you can still play both you'll just have to log back and forth between accounts.

You might be able to contact or call Steam and see if you can have the two accounts merged. They won't likely let you transfer games from one account to another, because that could be exploited, but they might let you merge two accounts. You'll likely have to convince them that you made a mistake creating 2 accounts, but that would be your only hope.

1. Go to C drive and search Steam

2. Go into the folder short-cut titled Steam

3. Go into "steamapps"

4. Go into "common"

5. You will see your most common games, drag these into your other accounts common.

6. Go into "Steam.exe"

7. Go to "Library"

8. Click "Add New Game"

9. Click "Browse"

10. Go to your "common" folder and go into each game and select "*Insert Game Name Here*.exe"
