i have a windows 8 toshiba satellite C850-ST3N01 which now has windows 8.1. but i have another laptop a Windows Stream Laptop PC that has windows 10, i was wondering if it was possible to take the windows 10 from the notebook and use it for an upgrade on the satellite

Did the win 10 install come with the Stream laptop? If it did, it may not be able to be moved as certain big OEM like HP have special licences that only work on the devices they originally installed on

have a look in Settings/update & security/activation on the Stream Laptop. what does it say next to activation?

If it says Windows is activated with a digital license then your laptops licence is currently tied to the hardware. You can try to attach it to a Microsoft account by clicking on Add an account in same tab or creating a new one here: https://support.microsoft.com/en-us/help/4026324

if it says Windows is activated with a digital license linked to your Microsoft account. then your licence is tied to you email...

if it says Windows is activated with a digital license linked to your Microsoft account. then your licence is tied to you email address and you "might" be able to move it.

Now if it lets you tie licence to account, install win 10 on other laptop, click "I don't have a key" on page asking for a licence and once its finished installing, follow this page to attach licence to install - https://support.microsoft.com/en-us/help/20530/windows-10-reactivating-after-hardware-change

now there is always a small chance that win 8 will let you upgrade the current licence on the 8.1 device without needing to transfer the key. People have reported that the free update process still works.

if licence won't move, you can run win 10 inactivated for as long as you need, the only sign it isn't will be a notice on the desktop and another one in settings
