Transferring contacts from a broken phone?

I need to get contacts off of my old phone on to my new one, it would be easy but the touch screen is not working on the first phone. All of the services that can do what I am asking require that I download it on to my broken phone which is impossible. I can however turn it on if that helps. They are both samsung galaxy s4s

Sometimes the contacts are saved on to the SIM card, so you may not need to transfer them. OTher times they are saved on the Gmail account associated with the phone.
