Transferring ONLY windows to new ssd

I currently have a HDD with over 500gb of stuff on it, and i will be getting a 250gb ssd for certain programs, how do I transfer ONLY WINDOWS from the HDD to the new SSD without cloning everything.

How much free space do you have? You could add a partition to the hard drive, move bulk files to the partition, re-sizing as you go, and then clone the OS partition to the SSD only.

Or get a third drive and just copy bulk files off to it.

free space on the HDD? I have 300gb free. Its a 1tb hard drive.
