I recently built a desktop (6 months ago), with a 32 GB SanDisk SSD for the OS a few various small programs. I also have a 1 TB HDD for a bulk of my actual software. Now at this point the 32 GB is full and really annoying to work around, so I want to buy a 250 GB SSD and just install the OS there (Samsung EVO 840 Pro). Is there anyway to move the OS without having to totally reconfigure my computer?

You could migrate the whole drive contents to the new drive. CloneZilla, or the Samsung software included with the new SSD.

Going from small SSD to larger SSD is one of the few configurations where I'd recommend a migration over a fresh install.
