Transferring Product Key

So I have a question. Can I use my product key on a new PC build. The product key is on a broken laptop which can't be turned on. The product key is Windows 7 Home Prem OA.

That's an OEM key and is tied to the laptop. You will need to contact Microsoft as it will be up to them if you can move it or not, they don't have to let you.

That Win 7 license is tied to that particular laptop.
