Transmitting WiFi with USB device

I've been looking into this for a while now, but I'm not very confident about the information I've found. The threads and articles I find are all rather outdated.

I have a non-wireless router and a Windows PC connected to it by cable. This PC has no wireless network card. I would like to create a WiFi network with a USB device so that I can connect my iPod Touch and Android Phone to the internet. I will only use it occasionally and a wireless router would be overkill.

Ideally I would get this little device, but it's no longer sold anywhere. I can't find any alternative either.

I've read that WiFi adapters can be set to transmit WiFi. However, posts about this option also mention that it doesn't work for all adapters, it doesn't work for all operating systems (I have Win10) and it may require some weird advanced command prompt lines.

Does anyone know a cheap USB device that is easy to use and can accomplish what I want?

Well, yes. But it is MUCH more of a pain in the butt.
A WiFi device (USB), and then ICS (Internet Connection Sharing) from the PC.
So any time you wish to do anything online with the iPad or phone, the PC also needs to be on.

And all WiFi devices both 'transmit' and 'receive'.

My PC needing to be on is not an issue. I won't be using it for much. Only to download the occasional update and to check some specific apps. I'd probably only use it for about ten minutes a day.

So I can pick any modern USB WiFi adapter and turn it into a wifi 'hotspot' using ICS? That would be ideal.
