Transparency is not transparent!!!!

Hey all,

There may have been a better section for this post, but it has ended up where I believe the most eyes will see it!

I'm having huge problems with setting transparency on an image (gif file) and then importing it into flash. It is a picture with transparency around the edges, and I've made it an object in flash. Now, the problem:

In 16-bit color, the image is not fuly transparent . . . . looks 90% transparent. I have tried setting the transparency with various programs, and none seem to work. The problem is resolved at 32-bit color . . . but unfortunately, 16-bit is default in Windows (I'm in win2k) and many ppl using default settings will be visiting my website. Any help would be much appreciated . . . why is this happening?!?!?!?!
 
I am using Photoshop6 . . . . hear's what I do:

First I open the image, and discard all color information. Then I set the image to 8 bit. Then I set it to RGB color, set my transparent color, and save it as a GIF. Then I import it into Flash.

I think the problem may be with Flash.
