Transparent Horizontal Lines When Gaming - MSI gtx970 Gaming

Its most noticeable when I am playing Arma 3. I have a gtx 970 gaming and a 4790k/ My monitor is a BenQ GL 2460 and an older Dell. The problem occurs on both monitors using hdmi and dvi. Even with vsyns and tripple buffering it happens. The lines are completely transparent not black or white or anything like that. i guess kind of like screen tearing. It happens most when moving fast such as in a car or when i look left and right quickly. I have searched forum after forum and I cant seem to find a solution. Is my GPU bad?
 


Some people get screen tearing because they get too many FPS. What is your max FPS? OR are you using a adapter?
 


Can you record your screen when the tearing happens and posting it here? This will help me give you the best answer! Because if I dont see the lines, then its a monitor issue. Thats another thing, when I record games with shadowplay and look back at the recording the lines arent there. It cant be the monitor though. It only really happens in arma 3. On my old dell monitor that i used since 08 and its happening on the monitor i just got 3 days ago.
