transparent lines appearing on monitor under certain occasions

Recently i notice that my screens flickers with some kind of lines or something whenever i alt tab or the user account control appears. Theese lines appear for about half a second. I use a DVI to VGA connection for a gtx 970 but what concerns me is it only appears under certain occasions.

I would check all the connections just to be sure. Then maybe update the drivers if you haven't already.

Are you overclocking at all?

I have the latest Nvidia driver and a i5 4690k overclocked @4.3 GHz.

I use an DVI to VGA adapter to connect my VGA screen, because my graphics card does not support VGA connections. The screen is quite old so im thinking it might be causing the problem.
