Is this powerful enough to run Adobe CS4 softwares (Photoshop , After Effects, Premiere etc)? 4GB memory, Intel T9500 processor and 250GB 7200rpm HDD are easily fast enough components, but I'm not sure if that integrated graphics card can handle them.

* 1.8GHz or faster processor
yep. got that.

* 512MB of RAM (1GB recommended)
same again.

* Some GPU-accelerated features require graphics support for Shader Model 3.0 and OpenGL 2.0
believe it or not the x3100 is DX10 compatible, so it supports shader model 4.0. the whole lot should run it fine. not freakishly quickly but well with in the limits of the recommended specs.
