if this specific RAM kit is listed in the motherboard memory QVL on it's product support pages, then yes.
if not listed then you take a gamble with it working at full rated specs or at all.

No its not on there, the QVL lists F4-4000C18Q-32GTZ , which seems really similar.

usually if a specific kit is not listed it is because users have encountered and reported issues that have been duplicated by manufacturer tests.

You can try and no damage would be done however why would you pay to have higher frequency RAM that you don't need. Lower CL at a frequency the CPU and MB is best for performance.
Best would be to return what you have and get a tested kit that are known to work with both CPU and MB that are listed on the MB QVL.

each kit is different.
they will be listed according to manufacturer model number.
if your specific model number is not listed there is a reason
and similar kits do not pertain to yours.

14 is about the lowest you'll find with higher speed memory.
some 2***MHz modules go lower.

Use the G.Skill ram configurator tool. That's what it's for. It will list all compatible kits for your motherboard.

in the RAM configurator for my mothernoard as good RAM to use.
There obviously is not a reason any other kit is not listed or it would be explicitly stated the reason somewhere.

2 separate kits are not guaranteed to work together. You have to buy them in one kit to be guaranteed to work. Get one of the 2 x 16GB kits listed by the G.Skill ram configurator. It's their memory. They should know what works and what won't. I don't understand your confusion.
