Question Tried upgrading my CPU. Now both processors are stuck in boot loops

So I bought a 5800X to upgrade from 2700X. I updated my BIOS before upgrading and made sure my PSU has enough juice. With all of that checking out I installed the new CPU to no avail. Ive tried a single stick of RAM, still with no luck. I popped my 2700X back in and it booted. I went to the BIOS saw the RAM was set to the wrong speed and my boot order was wrong. So I changed that and now my 2700X is boot looping. Swapped the 5800X back in with my fingers crossed, I was met with the same boot loop. I also reset the CMOS afterwards still with no luck. Now I'm at a loss and don't know what to do

Mobo: Asrock Steel Legend X570 ATX
RAM: OLOy 32gb 3200mhz
GPU: MSI Gaming Trio RTX 3090
Boot drive: 1tb M.2 2280 SSD

maybe you where focused on the cpu and have just installed the ram in the wrong slot?
