I want to do a 3 monitor setup, but I have 2, 24" monitors at 60 hz, and I'm thinking about buying a 25 or 27 inch 240hz panel all of them at the same resolution 1920x1080. Would the refresh rate effect nvidia surround?

Yes- you would be limited to the 60hz refresh rate of the old screens if you were to use that in a surround setup.

Correct, you could game just on the 240hz screen with it at full refresh rate no issue.
