Trouble formating pc using a disc

Hello guys i currently have a big issue, i recently ordered some new parts for my pc, and now i need to format the hard drive as i bought a ssd hard drive to install windows on, The trouble i have is when i insert the disc and reboot my computer i don't get the option were it says press any key to boot from cd it just loads windows up as normal, the only way i can format the hard drive is by doing it manual by going to my computer > CD drive and installing ti that way over my current windows but il dont want that i just want my hard drive wiped clean so i can start fresh when i build my new pc today.

Hope you guys can explain this i have everything right in bios like boot from cd and d i my first boot option.
 
I dont have my new parts installed yet, i will be doing it later today when the mobo and ssd arrives is there no other way i can clean this Hdd im using now so when i get my new parts in i can just install windows on the ssd and start to reput my stuff on the normal hdd?
 


To do that you will need another pc. You cant format the drive without booting into windows so you will need your parts or another pc
 
Thaqts still not gonna solve my issue as when i get the ssd and install windows on i will still have all my old stuff on my old hd as i only want windows on my ssd and a few games that i play often and im using the other hard drive for everything else.
 


Yeah but when i put windows on my new ssd, it will be in my new i7 build and i dont want my hard drive im using now to have all the crap it has on lol, i want just windows on my new ssd and the hard drive im using now to be blank, if i put windows on my ssd, i'll still have my current hard drive full of stuff.

If you know what i mean lol.
 




Oh so i do the same process like put the cd in press any key and then just format the HDD if so this wont work as every time i try to boot from cd it just loads windows normally.
 


Change the boot priority in the bios to have the optical drive at number one
