gpu: xfx rx 480
additional usb pci-e extension: rosewill 4 port usb 3.0 expansion card

Normally under device manager usb drivers will automatically install on computer startup, but the usb 3.1 slots on the z-170a motherboard do not work (type c doesn't work type and a works as 3.0). This is because there are no usb 3.1 drivers installed. These drivers have tried to install, but fail to. They did install when I switched to my motherboard on board graphics and for a little bit when I went back to my external gpu, then the drivers are not there anymore. I'm just wondering why these drivers are failing to install. I have also tried a clean windows 10 install to no avail.

Did you install the drivers from the site for your EXACT MOTHERBOARD?

I went to a random Asus Z170a board and saw two different USB3 drivers. One was called "Asmedia_USB3_V1.16.35.1"

If you haven't done so then:
a) find exact board site
b) find drivers for W10
c) download install the appropriate drivers

(may be other software here you want/need such as fan control software)

Update:
I also saw a FIRMWARE UPDATE tool for USB3.1 for the Asus board. Check and see if there's a firmware update listed for your board. Firmware is basically a chip (like your BIOS) that contains instructions that can be changed.

For the one I saw it also said to UNPLUG POWER to the computer after flashing.

On, https://www.asus.com/us/Motherboards/Z170-A/HelpDesk_Download/ I didn't see a firmware update tool. I tried downloading the chipset (intel cpu) and then tried downloading the newest usb drivers which was Asmedia_USB3_V1.16.35.1 . This worked when I was using my integrated gpu because the windows asmedia drviers automatically installed. AsMedia drivers later wasn't on my computer and when i tried to reinstall I get the error asmedia usb host controller not found.
