Trouble with downloading win10 on my hard drive

I bought a used hard drive and I'm having an issue downloading windows 10 on to it. This the the second time I've had this issue, can't quite remember how I fixed it the first time. It tells me that I can't download windows onto the drive ( its a WD Blue 250gb. ) I did clean the drive through the shift and f10 menu in the windows 10 download, which I have it on a USB. Not sure if it matters, but I have an Msi z170A Gaming M5 Mobo and a 6600k cpu

download or install? are you doing a clean install and its saying its the wrong format?
