Trouble with Fallout: New Vegas in a good PC

I've been using a new PC for about one month. I don't know if it's low, mid or high end. Anyway, it should handle Fallout: New Vegas with constant 60 fps. I'm not using any kind of mod on the game. Here are my full specs:

FX-4300 Quad-Core 3.8GHz
MSI R7 370 2GB OC 256 Bits
HyperX Fury 2x4GB RAM
MSI 7641 motherboard
HD 500GB SATA III
430W EVGA

The only problem with the game at all is that on the Strip, the place with all the casinos and lights, the game drops to ~40 fps. I mean, it's playable, but I think it shouldn't drop FPS (hey, it's a almost 5 years old game). I know that Bethesda's games (most of them) are poorly optimized, but I think I shouldn't be getting these drops. I don't get any trouble with Skyrim, for example, which is a heavier game than New Vegas, just those 40-50 fps on Whiterun. Is it a problem with the game or could it be with my computer?
