Trouble with GPU for gaming PC.

I am trying to figure out if I have a faulty GPU or if the problem lies somewhere else. So, I built a pc about a month ago but transferred my gpu over from my last computer. When I did this for the first month everything was fine. Then recently I upgraded my PSU to the one listed in the specs below. Again, pc worked fine for about a week then the first time I started smelling something burning/overheating checked to see what is was and it was indeed my gpu I was not checking its temps at this time because I never had this occur before not once has it ever overheated. Now whenever I run any games and my gpu temp reaches 68-70 Degrees C. my frames drop and eventually the image on the display will become distorted (either with giant black spaces or rainbow colors all over the display) and freeze causing me to have to manually shut down the pc. This only occurs when I try to play games. This first occurred on Sept4 while playing Destiny 2 since then no matter what game I run after 5-10 mins the above crashing effect will happen. I also believe it may be a problem with the gpu because when my game crashes I get an error code from the game - BROCCOLI which errors indicate there has been an issue detecting the player's GPU and are commonly caused by a driver crash. Knowing this I tried using DDU but it did not change anything once I reinstalled my drivers. Then I checked to see if the fans were rotating properly on the GPU and all three were spinning about 1820Rpm while game is active. So I was wondering is it time for an RMA.
Sorry for being so lengthy but any advice would be greatly appreciated.
(Side note I am new to pc building this is my second actual build and first truly solo so if there are any issues with my build components please feel free to let me know as well)

Case: Rosewell ATX mid tower gaming case.
GPU: Evga Geforce Gtx 1080Ti
CPU: Intel i7 8700k
Mobo: Asus Rog strix z370-e gaming
RAM: Ballistix DDR4 32gb 2x16gb
PSU: Corsair Hx1000i (upgraded from Corsair 850w )
HDD: WD - blue 1tb 5400rpm
SSD: Samsung 850 EVO 500gb
CPU Cooler: Corsair H100i v2

If you're yet within the warranty period, I'd highly suggest that you initiate it after you've verified that the GPU is the sole culprit. You can try and borrow a GPU fo similar grade/power from your neighbor and friend and see if it works on your system. You could likewise take the culprit GPU and run it on your friend's/neighbors system, provided the power requirements are met.

According to this chart, your entire system will only need 600W of power which leads me ti suggest you try and work with the 850W unit. Can you include the model of your Corsair PSU and how old it is?

I'd also ask you to make sure you're on the latest BIOS update for your motherboard.

Well both my Current GPU and past PSU (Corsair HX 850w 80 PLUS® PLATINUM Certified Fully Modular PSU)
are both less then a year old. And I do have a replacement 850w on the way they were replacing the damaged one the previous PSU died on me out of nowhere. Which was why I upgraded to an 1000w cause i feared the load was to much for the 850 w is there an advantage to using the 850 over 1000.

Also I just updated my BIOS per your advice. But that did not fix the problem.

yeah like you said it definitely sounds like the gpu is the problem, especially if it smelled like smoke RIP. Your card should still be running fine at 70c so I would also recommend what cjsoccer said and try to run games with someone else's card.
