Trouble with laptop not recognizing the charger.

I have a Dell Laptop that will not run off both the battery and the charger, Once the battery is fully charged, it stops recognizing the charger and only runs off the battery, if I take the battery out, the laptop dies instantly. Once the laptop stops recognizing the charger, it will not recognize it again without restarting the laptop.

The laptop will turn back on without the battery being reinserted but if I put the battery back in, the laptop stops recognizing charger again. It will not utilize both the charger and battery.

Any ideas on what this could be?
