Trouble with Motherboard USB3.0 and Logitech Brio

Hey All,

Right now my Brio webcam works fine on USB 2.0, but is limited to 1080p on that port. On 3.0 it can enable 4k (which I need...the whole reason I bought it), but the picture is distorted and FPS is like 0.25.

I just bought a new motherboard to use a smaller matx case for my i7-3930k CPU. I did a fresh system wipe, and installed every driver I could find, including even using Driver Service Pack to see if that'd help. I purchased two external USB PCIe1.0 cards to see if that would help, but neither of them are starting properly with this motherboard. I'm attaching pictures of what I'm seeing here: https://imgur.com/a/BYbHk

Please help! Logitech customer service is little more than Copy-Paste email, and I can't figure this out on my own.

 
I've tried Intel drivers, but maybe you can list some that are worth giving a shot?

My point with the DPS is that is how desperate I've been, even trying those drivers. I can't seem to find any that will work to get the on-motherboard USB 3 to work with the webcam, nor any to get the PCIe card to properly load so I can try that chipset instead.
 
It is just generic and was one of the only matx x79s I could find. The printed paperwork that came with it didn't give any more insight than the auction page.
