Question Trouble with new gaming rig

Hello, i have a new built setup... GeForce experience sets up games like Wolfenstein New Colossus and Far Cry 5 in really good settings, however, when i play the game stutters and lags almost constantly. I have the latest drivers... changed the nvidia settings to performance over consumption and set my max pre rendered rate to 4 as well
Mother z390 aorus pro wi fi
GeForce gtx 1060 6gb
Intel i5 9600k @3.70 ghz
dual corsair 8gb
cx650 power source
500gb ssd
2tb hybrid cuda

cpu 1200~1000 mhz
vram 2200 mhz
gpu 900mhz

10%cpu 25%ram
like 0.1% gpu... that has to be the issue, now how do i solve it?
