trouble with ryzen 5 1600 over clocking

Hi over the past few months i have been trying to overclock my ryzen 5 1600, i have an asus rog strix b350-f motherboard.

I set the speed to 38.00 and i set core voltage to 1.35v.

When i launch the cpuid cpu-z application it says my speeds are at about 1550-1560mhz.

I'm wondering if i'm doing anything wrong or if its something to do with my hardware, i'm considering buying a ryzen 5 2600 and i don't want the same problem to be occurring. Do i need to set anything else in the bios to different settings.

I already had high performance on, and is it worth it to run a stress test when i know the speeds lower than half of what it should be, the speed is evident as it does take everything else to load in longer

That is a really low reading from CPU-Z. Are you sure your not confusing the 1550 - 1560mhz as the detected RAM frequency? Try Oc'ing the cpu with the AMD Ryzen Master software and check your results.

im certain its the cpu frequency as the ram frequency is in another tab, i will attempt to use the amd ryzen master software and ill get back to you

Update: just tried using AMD RYZEN MASTER and it worked! how wierd, i don't really wanna have to rewset my pc everytime though.
