Trouble with USB controller

Hi, I'm all new here!

I have a Zebronics 845G 9 year old desktop. There's a lot of trouble with the USB 2.0 controllers. When the system is powered down (note that, by powering down I mean either a shutdown or a system crash due to power outage and NOT reboot. System is not powered down while it is rebooted), after Windows (tried with all XP, Vista, 7) starts again, all my USB ports initially behave a USB 1.1 ports. After a few seconds after the desktop is reached, Windows detects new "USB Enhanced 2.0 controller" and install the device drivers (though they are already installed) and then Windows first disconnects all attached devices automatically and "re-attaches" them in USB 2.0 mode.

This happens most of times after the system is totally powered down. Actually the USB 2.0 controller is detected a bit later after Windows reaches desktop and not at all during boot up process.

What is this trouble? Why does this happen? 🙁
 
Thank you very much ubercake for responding. In the BIOS there's an option to totally disable USB, Disable only USB 2.0, Enable/Disable USB mouse support and Enable/Disable USB keyboard support. The first two options are enabled, USB keyboard disabled (I use PS/2 keyboard) and USB mouse support enabled since I use a USB mouse.
