Troubles overclocking Intel 6600k

Hello!

A friend of mine just built a computer with an ASUS H170i-plus D3 motherboard and Intel i5 6600K CPU. We've checked out trying to overclock it via the BIOS as well as Intel's tuning app "Extreme Tuning Utility". Though, it appears overclocking is not possible for some reason. The CPU is currently set to 3.6 GHz and can only be maxed to 3.9 GHz; despite seeing other users overclock the same CPU to higher values.

Anyone have any insight as to why this might be happening?

That's what they say, this has happened before with the the lower end chipsets and Intel has sent out micro-code updates to end that ability
how's that board doing? I'm hating this dd3-dd4 transition..it's not the cost but I'm having hard time finding even Z97 boards and the G3258 today..plus there aren't much budget itx board released, all this gaming series are quite nonsense.
