Question Troubleshoot B250M Mortar ?

So I have got an MSI B250M Mortal motherboard that is acting wierd. I was gonna use it test a CPU that was assumed dead. First the mobo would not turn on at all. it would not jump the PSU. Later after some reseat of CPU, RAM, Connectors etc as well as CMOS reset, it did startup with CPU error light. I then tried with a working CPU and it booted right up. Now after sitting on the shelf for some time, it is acting the same way. No sign of life at all. What can I do to troubleshoot it further? Do you think it is dead?
