Troubleshooting Motherboards - No boot

I have a homebuilt that was working fine until I plugged the PSU into a wobbly socket and it unplugged-replugged a few times really quickly and the outled sparked a tiny bit... since then it wont work. PSU tested with the paper clip method. Motherboard didnt smell and no busted caps or anything. Power switch didnt unplug itself.

Two other motherboards I have Ive been trying to use as a replacement are doing the same. I have another PSU, a bunch of memory (all DDR400 as are the mobos), 3 vga cards, just interchanging the bunch and nothing is working. Where to start troubleshooting.

Bioses cleared. Tried with no periphs (PCI) on every system.

You had a power surge do to the wobbly socket, plugging and unplugging. It usually will take out the mobo and similar components, but leaves the psu functional. Sorry for the bad news~~~Suferbus :(
