Troubleshooting Motherboards - No boot

I have a homebuilt that was working fine until I plugged the PSU into a wobbly socket and it unplugged-replugged a few times really quickly and the outled sparked a tiny bit... since then it wont work. PSU tested with the paper clip method. Motherboard didnt smell and no busted caps or anything. Power switch didnt unplug itself.

Two other motherboards I have Ive been trying to use as a replacement are doing the same. I have another PSU, a bunch of memory (all DDR400 as are the mobos), 3 vga cards, just interchanging the bunch and nothing is working. Where to start troubleshooting.

Bioses cleared. Tried with no periphs (PCI) on every system.
 
You had a power surge due to wobbly socket, plugging and un-plugging mobo so it fried your mobo. Most of the time the psu is left un harmed. The mobo is more sensitive to power surges, so it tends to go 1st. Suferbus
