Troubleshooting pc problems

Last week I bought all the parts to a gamming pc. I put it all together and it doesn't turn on. I checked the power supply with the paper clip test and the battery on motherboard is good. So would it be the motherboard having issues

i fix issue like this by doing this unpluged pc form the outlet removed all parts from the case placed on cardboard connected pcu to motherboard with cpu and cpu fan connected to motherboard and only one memory stick no gpu no hard drives attached when i get cpu fan spin then unplug pc from outlet install all other parts and check again.hope it helps
