True Requirement for Witcher 3 Ultra Max Settings?

The witcher 3 seems to be the heaviest demanding game I can find based on forums/youtube, but I come across some who argue that the witcher's recommended settings (along with star wars battlefront and others) are much higher than what is needed for max settings.

I know my GTX 660 needs updating, but does my CPU? If so, which one? I am currently running an Intel i5-4430 @ 3.00 GHz.

If it matters, I have 8 gb ddr ram. Thanks.

You can keep the CPU, it does not impact your framerate that much. You obviously need to upgrade the GPU. If you want to run it at max settings at Full HD, 1080p, you should get an Nvidia Geforce GTX 970 or higher. For 1440p a GTX 980 or 980 Ti is recommended, and for 4K, 2160p, you need multiple GPUs.
