What EXACTLY is it that you are trying to do?

Keep in mind, MOST official Windows 10 installation media being sold comes on flash drives now. You can still get it on DVD but flash drive or simply downloading the license key and then downloading the installer from the Microsoft website, is a lot more common. Disks are going the way of the dinosaurs, which is to say, it is becoming extinct.

Is your Dell a laptop or a desktop PC? If it is a laptop, then more than likely, you will have to go through Dell to get a working Windows installation media. The install media for a laptop is customised with all the needed drivers for the hardware in the laptop.
