As for the PSU the 9600GT only needs a ~400 watt PSU so this one will suffice and is from a good brand

About choosing between the processors, what are you planning to do with the system? If its for gaming the dual core is better because it is faster, if you are doing things that can run on multiple cores then the quad will better serve you.
